Nigeria: CBN Upbeat As Cashless Policy Moves to Abuja, Five Other States Monday

 
 

                                 
Notwithstanding last week's call by some members of the House of Representatives for the implementation of the cashless policy in phases, the Central Bank of Nigeria (CBN) at weekend, maintained that the policy would be extended to the Federal Capital Territory (FCT) and five other states from Monday.
The states include Rivers, Kano, Anambra, Ogun and Abia. This came as the bank at the weekend warned those travelling in and out of the country that it is mandatory for holders of cash or negotiable instruments in excess of $10,000 to always declare such amount of funds to the Nigeria Customs Service (NCS) at various airports.
Speaking in an exclusive interview with THISDAY in Lagos, the Deputy Governor (Operations), CBN, Mr. Tunde Lemo, expressed optimism that just like in Lagos State, the initiative, aimed at reducing the dominance of cash in the economy, would also be successful in these states.
The cashless policy was introduced in Lagos in January last year. It specifies charges for individuals and corporate organisations that want to withdraw or lodge cash above prescribed limits. Under the policy, the CBN pegged the daily cumulative cash withdrawal or deposit limit for individual accounts at N500,000 per day and N3 million per day for corporate accounts.
However, the House of Representatives had urged the apex bank to implement the cashless policy in phases. The motion, promoted by 53 lawmakers, titled: "Need for CBN to Implement Cashless Policy in Phases," sought to make the apex bank implement the policy in stages, moving from what they described as cash-based to cash-less and finally cashless.
But Lemo explained: "I have a lot of respect for members of the National Assembly, but I think we need to dialogue further for them to know that nothing is changing where we said we are introducing cashless. All of what we are saying is that because of the need to save money and to modernise our payment system, banks are now beginning to say that they will be charging heavy cash users and not allow the poor man to subsidise the expensive lifestyle of the rich man.
"If you look around the world, there is no country where people will go to the bank to collect the kind of money we collect in Nigeria and this cost a lot money. It cost money to process and move cash. In those days, what we did was to put all of that together as banking charges and everybody is bears the charges. But from July 1, in those other new states, we will raise the level of awareness and let them know that banks will no longer subsidise heavy cash users.
"If the lifestyle will continue, then they will have to bear the associated cost. Nothing is changing; it is not as if we are saying there won't be cash in those areas, no! The choice is yours. If you still want to carry heavy amount of cash, you can, but bear in mind that the associated cost of carrying heavy amount of cash will be borne by you."
Meanwhile, in a circular dated June 26 and addressed to all banks and Other Financial Institutions (OFIs), a copy of which was posted on its website, the apex bank all intending travellers to declare any cask in excess of $10,000.
The document signed by Y.B. Duniya on behalf of the acting Director, Financial Policy and Regulation Depart, CBN, said market information at the disposal of the l bank on the implementation and enforcement of section 2 of the Money Laundering (Prohibition) Act (MLPA), 2011 (as amended) had revealed some misinterpretation/misapplication of the provision to mean that carrying of funds/negotiable instruments to or from a foreign country in excess of $10,000 or its equivalent was prohibited.
It therefore stated that it was pertinent to provide guidance to banks and OFIs on the provision of the section. It stressed that section 2(3) of the MLPA, 2011 (as amended) provides that transportation of cash or negotiable instruments in excess of $10,000 or its equivalent by individuals in or out of the country should be declared to the NCS, while section 2(5) provides that any person who falsely declares or fails to make a declaration to the NCS pursuant to section 12 of the Foreign Exchange (Monitoring and
Miscellaneous Provisions) Act, Cap. F34, LFN, 2004 is guilty of an offence and shall be liable on conviction to forfeit the undeclared funds or instruments or to imprisonment of not less than two year or to both.

Bolt and Maria were the weakest link this week, they are out of The Chase and heading home. Bolt followed shortly after his lady love Betty, who was Evicted in Week 4 while Maria didn’t even know she was replaced and up for Eviction. Ouch!
Maria, who has never been under the Nomination knife was replaced by Diamond HoH Nando earlier this week, saving his own head. You could see that Maria was shocked but like a true lady she carried herself with confidence and poise.
Big man Bolt, was as stunned but he probably saw this Eviction coming considering that he had dodged it at least three times thanks to Betty and Melvin. Seems like Bolt’s luck has now run out and the Housemates will have to do without their resident bully.
But it’s like Nando had said in his Diary Session, that when a fellow Chasemate is Evicted it only hurts for all of five minutes, they talk about how much of a shock it was and then life goes on. The same will be done for both Maria and Bolt. Life will definitely go on.

Former Vice President Atiku Abubakar stunned his audience in far away Geneva, Switzerland when he recalled how his late father was jailed for refusing to let him attend school in his hometown of Jada, Adamawa State.
The former Vice President made the startling revelation yesterday in remarks he made on the occasion of the conferment of an honorary doctorate degree on him by the Geneva School of Diplomacy and International Relations.
"When my father was put in jail by local authorities because he needed my assistance with herding the livestock, it seemed like a harsh punishment," Atiku reminisced.
In a statement from Atiku's media office in Abuja yesterday the former vice president noted that "were he to be alive to witness this day (yesterday) and the last 30 or so years of my life I am sure that he would exclaim 'wow! Education pays after all.'"
The founder of the American University of Nigeria (AUN), Yola recalled that as a young lad growing up in his rustic village of Jada, he had dreams, but that it was education that made his dreams come true. According to him, "education is what brought me in contact with members of the United States of America's Peace Corps when I was still a little boy; a contact and interaction that would have profound impact on my life, especially my love for education and service."
While underscoring the imperative of education to personal growth and development, the former Vice President said it gave him the friends he made across Nigeria as he attended high school and university; gave him a job in the Nigerian civil service; and provided him with opportunities to meet and form more life-long friendships from across the world.

There was pandemonium in the early hours of Sunday when gunmen, numbering about 30, invaded the Olokuta Medium Security Prisons in Akure, Ondo State capital, and set about 175 inmates free.
The bandits, according to eyewitnesses, arrived at the prison premises, which is less than one kilometre away from the headquarters of the 32 Artillery Brigade of the Nigerian Army, also known as Owena Barracks, around 12. 05am, shooting indiscriminately.
The armed men were said to have gained entry into the prison by using dynamite to blow off a section of the walls, after a futile attempt to enter through the main entrance.
A source said one of the warders was hit by the attackers’ bullets, was ordered to release the keys to the cells, and was also forced to set the inmates free.
Our correspondent observed on Sunday afternoon that the walls of the prisons were riddled with bullets, while all the street lights, leading to the prison, were also destroyed.
The state Comptroller of Prisons, Mr. Tunde Olayiwola, who lamented the development, described the attack as unusual.
He expressed the hope that the prisons authority would soon bring the culprits to book.
Olayiwola said, “The incident happened around 12. 05am. The rumour that the attack was masterminded by the dreaded Islamic sect, Boko Haram, is not true.
“We cannot specifically identify those behind the attack, but the attack is unusual. One of our officers was injured during the attack and he is in the hospital right now receiving treatment. However, I am assuring you that those behind the attack will be brought to book.
“The attack is the first of its kind in the history of the prison because the prison has not experienced such an attack since its establishment.”
Meanwhile, our correspondent gathered on Sunday that some of the prisoners, who were set free by the hoodlums, had already been rearrested by security agents in the state.
It was learnt that some of the prisoners were picked by the security agents at some of the brothels within the town and neighboring villages near the prison, where some of them were identified and rearrested.
The situation had been brought under control when our correspondent visited the scene on Sunday, as a detachment of security agents had been stationed at the prison.
The Commissioner of Police in the state, Mr. Patrick Dokumor, and some government functionaries, led by the Attorney-General of the state and Commissioner for Justice, Mr. Eyitayo Jegede, SAN, visited the prison.
The Public Relations Officer of the state police Command, Mr. Wole Ogodo, confirmed the attack, adding that the command had contacted the prison authorities on the issue.
Ogodo said, “The information gathered on the jailbreak is still sketchy. The incident has nothing to do with terrorism, and we call on the people of the state to go about their normal duties.
“The police will continue to protect lives and properties of the people of the state. All the security agencies within the state are working to track the criminals and all the hoodlums will be brought to book.”

Brazil beats Spain 3-0 to win Confederations Cup

RIO DE JANEIRO (AP) — The crowd at Maracana Stadium was noisy, hoping for and maybe even anticipating a triumph by Brazil.
The Selecao rewarded the fans with a comprehensive victory over the best national team of the 21st century, an ego-boosting 3-0 smothering of world champion Spain in the Confederations Cup final on Sunday night.
Nice, yes.
But Brazil is focusing on the really big prize: the World Cup that it hosts next year.
"We know that the tournament that we will be playing next year will be a lot more difficult," Brazil coach Luiz Felipe Scolari said. "Now we have more confidence. That's what we needed."
In the stadium that will host the 2014 World Cup final next July 14, Fred put Brazil ahead in the second minute, Neymar doubled the lead in the 44th with his fourth goal of the tournament and Fred added his fifth in the 47th. While there was a crowd of 73,000 in the renovated stadium, outside protesters clashed with riot police on the final night of the two-week prep tournament.
"Brazil has shown to the world that this is the Brazilian national team and that we must be respected," said 21-year-old Neymar, awarded the Golden Ball as the tournament's top player. "I think that today we had a great victory against the best team of the world, with some of the best players in the world."
In a matchup of new and old powers, the five-time world champion defeated the reigning world and European champion and ended Spain's 29-game, three-year winning streak in competitive matches. Spain lost a competitive game by three goals for the first time since a 3-0 defeat at Wales in a World Cup qualifier in April 1985.
"We are happy with what we have done over the last few years," Spain coach Vicente Del Bosque said. "But one loss — you have to look at it, but not overreact to it. We are not content with the loss. But when a team is superior, you have to accept it. It was a deserved defeat."
Brazil won its third straight Confederations Cup, and is unbeaten in 57 consecutive home competitive matches since 1975. Yet, no reigning Confed Cup winner has gone on to capture the following year's World Cup.
Spain, which had not lost a competitive game since its 2010 World Cup opener against Switzerland, had a miserable night. Sergio Ramos sent a penalty kick wide in the 55th and defender Gerard Pique was ejected by Dutch referee Bjorn Kuipers with a straight red card for fouling Neymar in the 68th.
"The first minutes and the last minutes of the halves are critical," Spanish defender Cesar Azpilicueta said. "And they scored their three goals at the beginning and ends of the halves, which is the worst time. Those are the most demoralizing moments."
Eliminated in the quarterfinals of the last two World Cups, the Selecao entered the tournament having not played a competitive match since the 2011 Copa America. Brazil had slipped to 22nd in the FIFA rankings, between Ghana and Mali.
Spain, ranked first for the past 20 months, is the most accomplished national team of recent decades, winning its first World Cup in 2010 between titles in the 2008 and 2012 European Championships.
But in the stadium where 170,000-plus watched Brazil lose to Uruguay in the last game of the 1950 World Cup, Brazil dominated La Furia Roja.
"The champion is back," the crowd chanted.
It also didn't take long before the fans — in a sea of yellow jerseys — started teasing the Spaniards, chanting "Wanna play, wanna play!? Brazil will teach you."
Spain had been unbeaten in 26 matches overall, including friendlies, since a 1-0 loss to England in London in 2011 and had outscored opponents 69-11 in competitive matches since the loss to Switzerland in South Africa.
But Spain had not played Brazil since a 1999 exhibition, and they hadn't met in a competitive match since the Selecao's 1-0 win in the first round of the 1986 World Cup in Mexico.
"We knew we were going to encounter a physical game with lots of fouling," Spanish midfielder Andres Iniesta said. "We lost to a very strong team, and the small details let us down."
Fred opened the scoring after a cross into the area by Hulk in the second minute. The ball bounced off Neymar near the far post and Fred, who had fallen while trying to reach for the cross, shot with his right foot while still on the ground.
Brazil added to the lead after Neymar exchanged passes with Oscar and then sent a powerful left-footed shot over goalkeeper Iker Casillas.
Fred got the final goal from just inside the area, sending a low shot to the far corner. Hulk started the move with a pass to Neymar, but the striker let it go as Fred came running behind him.
Spain was awarded the penalty kick after Marcelo fouled Jesus Navas inside the area. Ramos, who skied a penalty kick for Real Madrid against Bayern Munich in the 2012 Champions League semifinals, sent this one wide.
Spain's best chance before the penalty came with Pedro Rodriguez in the 41st, when he entered the area clear from defenders on a breakaway. His low shot beat goalkeeper Julio Cesar, but David Luiz came rushing in and slid in front of the goal line just in time to deflect the ball over the crossbar.
There were protests outside the stadium during the match, with police using rubber bullets and tear gas to keep demonstrators from getting too close. A wave of anti-government protests has swept across Brazil in recent weeks, and many affected the Confederations Cup host cities as demonstrators complained of the costs of hosting the World Cup.
On the field, it was a heated match from the start, with players from both teams pushing and shoving each other a few times. Even the substitutes got into a shouting match.
"We played a very good match," Scolari said. "It allows us to have a better idea about the path ahead of us."
