The Spanish Navy is to conduct a damage control training with personnel of the Nigerian Navy onboard a Spanish Naval Ship, MV RAYO, scheduled to visit the Western Naval Command of the Nigeria Navy from June 30 to July 3. This was contained in a statement signed by the Command’s Information Officer, Lt.-Cdr. Jerry Omodara, and made available to the News Agency of Nigeria (NAN), Friday, in Lagos. According to the statement, the ship will be  received on arrival at midstream by Nigeria Navy Ship NNS ANDONI, and she will escort her to berth at the Naval Base Apapa – NNS Beecroft.

Policemen from the Elere Police Station, Lagos State, have arrested two patent medicine sellers accused of buying blood from secondary school students in the Agege area and selling to a middleman. The Daily Post newspaper reports that the suspects; 23-year-old Olusola Opeyemi, and 35-year-old Adeagbo Olatunji, paid each of the students between N1,000 and N1,500,for the blood which is sold to a 48-year-old middleman, Adetola Kayode for N7,000 per pint. Further investigations by the police revealed that Kayode in turn sold the blood to two men who claimed to be doctors for N11,000 per pint. A teacher at Oluwole High School who spoke on the condition of anonymity said that the incident had been going on for a long time now.

Rotimi-Amaechi (1) The Nigeria Governors’ Forum crisis is gradually taking its toll on the relationship between President Goodluck Jonathan and Rivers State governor, Rotimi Amaechi who is insisting that he is the authentic chairmen of the forum as it was played out last night at the Banquet Hall of the Presidential Villa, Abuja, venue of the Presidential dinner organised by President Jonathan, when a presidential bodyguard stopped Amaechi from getting close to Jonathan to pay homage. We gathered that Amaechi and his loyalists arrived the venue when the event was already in progress and made attempts to get close and exchange pleasantries with Jonathan but his move was blocked by some of the president’s aides. On his entourage were governors Kayode Fayemi (Ekiti), Ibikunle Amosun (Ogun), Adams Oshiomole (Edo), Sule Lamido (Jigawa), Rabiu Kwankwanso (Kano), Abdulazeez Kyari (Zamfara), Muritala Nyako (Adamawa) and Magartakada Wamakko (Sokoto). Governor Amaechi, after settling down, got up and made his way towards President Goodluck Jonathan who was seated in company of Presidents Joyce Banda of Malawi and Ellen Johnson Sirleaf of Liberia, apparently to pay homage. However, a presidential bodyguard blocked the governor from meeting the president. The governor resisted for a while but had to return to his seat when it was glaring the bodyguard won’t allow him. Also, Governor Amaechi, who was seated in company of the chairman of the PDP Governors’ Forum, Godswil Akpabio, was not recognised at the event while Akpabio was introduced as chairman of the PDP Governors Forum. There was also a slight altercation between Amaechi and Akpabio. The duo reportedly accused each other of being undemocratic. “You are not democratic,” Amaechi reportedly told Akpabio and the latter instantly fired back, “You too, you are not democratic.”

Former Minister of Aviation, Chief Femi Fani-Kayode, has blasted the government of President Goodluck Jonathan as being run based on falsehood. He further threw a challenge to the Federal Government for a live debate to assess the performance of the administration. In a statement he signed and made available to newsmen in Abuja, the former minister noted: “Jonathan’s government is a government of lies that is run and supported by liars and we need to get them out in 2015 in order to save Nigeria. People just don’t realise how bad things are. There was a survey done by UNESCO the other day, in which they said that Nigeria topped the list of nations with children that were out of class because they ‘lacked access to classrooms’. According to that survey, 10.5 million Nigerian school children “lack access to classrooms” and have to take lessons in the fields and under trees. Nigeria was followed by Pakistan who had 5.4 million, Ethiopia with 1.7 million, India with 1.6 million and the Philippines with 1.5 million. Yet we in Nigeria, despite all our oil wealth and all the money that has accrued to the Federal Government in the last 5 years, cannot build classrooms for 10.5 million of our school children. That is a world record and that is Jonathan’s gift to the Nigerian people. That and the fact that 80 per cent of Nigerian graduates are now unemployed and that 70 per cent of the Nigerian people are living below the poverty line and, according to the U.N., are hungry.” Reacting to the recent comments by Jonathan’s Special Adviser on Political Matters, Alhaji Ahmed Gulak, the former minister advised the administration to be issue-oriented and be concerned with issues affecting the lives of Nigerians.

Nigeria: Alarming - Nigeria Leads the World in Number of Children Contracting HIV - UN Report

Health experts say government must do more to stop the trend.
 
Nigeria has the highest number of children contracting the Human Immunodeficiency Virus, HIV, in the world, the latest report by the United Nations has shown. The report says nearly 60,000 Nigerian children were infected with the virus in 2012, a figure higher than that of any other country in the world, and is a source of worry for experts with one describing it as "alarming."
The report titled "2013 PROGRESS REPORT ON THE GLOBAL PLAN: towards the elimination of new HIV infections among children by 2015 and keeping their mothers alive" is the most recent on the global plan which seeks an elimination of new HIV infections among children by 2015, as well as keep their mothers alive. The programme was launched in July 2011 at the UN General Assembly High-Level Meeting on AIDS (acquired immune deficiency syndrome).
Also, despite the efforts of the federal and state governments to check the spread of HIV, the report shows that the prevalence rate of HIV among Nigerian children has remained relatively stagnant with no significant improvement; while that of several other countries was improving with fewer prevalence rates than before.
"In several countries, the pace of decline in the numbers of children newly infected has been slow and the numbers have actually risen in Angola. Nigeria has the largest number of children acquiring HIV infection- nearly 60, 000 in 2012, a number that has remained largely unchanged since 2009," the report stated.
Nigeria affects the world
The UN said it is worried about the prevalence rate of HIV among Nigerian children.
The global body warned that if Nigeria doesn't sit up in curbing HIV in children, the global target, part of the Millennium Development Goals, MDGs, will not be realised by 2015.
"Without urgent action in Nigeria, the global target for 2015 is unlikely to be reached," the report stated.
Also, while Nigeria witnessed stagnancy, since 2009, in the prevalence of HIV among children, several other Sub Saharan African countries, witnessed a massive reduction in the prevalence rate of the condition.

British Prime Minister David Cameron has halted the controversial plan by his country to demand a £3,000 bond from each visa applicant from “high risk countries”.
Under the proposal canvassed by Britain’s Home Secretary, Theresa May, as part of efforts to cut immigration and abuses of the system, first time visitors from Nigeria, Bangladesh, Sri Lanka, Ghana, Pakistan and India from November will be required to pay the £3,000 visa bond before they would be allowed to enter Britain.
Any visitor from the targeted countries who overstays in Britain will forfeit the £3,000 bond.
A report in Tuesday’s edition of Financial Times said Cameron had reconsidered the proposal, which has provoked uproar in Delhi and threatened his attempt to boost trade links with India.
Besides Indian, the proposal has also attracted criticisms from Nigerians and the federal government, which on Tuesday summoned the British High Commissioner to Nigeria, Dr. Andrew Pocock, over the policy.
Minister of Foreign Affairs, Ambassador Olugbenga Ashiru, who met with Pocock in Abuja, demanded a reversal of the policy, saying that it is inconsistent with the age-long strong relationship between Nigeria and Britain.
He also said the policy could jeopardise the people-to-people relationship between the two nations.
In addition, the Senate also expressed displeasure at the policy, saying Nigeria might be forced to reciprocate.
On its part, the House of Representatives Committee on Foreign Affairs yesterday summoned officials of the Ministry of Foreign Affairs to brief it on the policy and efforts being made to ensure its reversal.
Pocock, however, assured the minister that if the policy were to go ahead in Nigeria, it would affect only a small number of the high-risk visitors and most applicants would not need to pay the bond.
The Financial Times’ report quoted the prime minister’s allies as saying that Cameron had “not signed off” details of the policy, while Lib Dem and Tory business ministers warned that the idea would be damaging to Britain’s economic interests.
It said Cameron had told May that he would not sanction any policy that undermines his growth agenda or the “open for business” message he delivered on a recent trip to India.
“The prime minister has not cleared this policy,” said one ally. “He doesn’t want to do anything that cuts across the message he took to India.”
Although the Prime Minister’s Office said pilot studies involving the use of migrant bonds – or deposits – for some visitors would go ahead, neither Cameron nor Nick Clegg, his Lib Dem deputy, has agreed the scope of the scheme or the size of the bonds.
Cameron is especially keen that the pilot study targets “high risk” individuals and is not seen as being aimed at any particular country.
Lib Dem Business Secretary, Vince Cable, has expressed concerns about the proposal and his anxiety is shared by Tory Science Minister, David Willetts.
Cable raised the issue in cabinet on Tuesday, saying he was concerned the Home Office was misrepresenting the pilots as a way of bringing down net migration.
The Home Office said on Tuesday the November pilot would be “highly selective”, focusing only on those visitors from India and other countries thought to present a “residual risk” of overstaying.
“Any pilot will not apply to all visitors from the selected countries and the vast majority of visitors will not need to pay a bond,” a spokeswoman said.
It is understood those who have already visited the United Kingdom would not be subject to the levy.
“It is certainly a stupid move, but it is also extremely bad public diplomacy. It will raise a hue and cry here,” Brahma Chellaney, a strategic affairs analyst at New Delhi’s Centre for Policy Research think tank, said.
“It really just doesn’t make any sense. It will have detrimental effect on the UK-India relationship, and it will create a bad image for the UK in India, and also uproar elsewhere in the world.”
However, tour operators were dismayed at the introduction of any type of deposit system and complained they had not been consulted.
“This doesn’t exactly garland the welcome message we are extending to India and other countries,” said Tom Jenkins, chief executive of the European Tour Operators Association. “This really seems disproportionate to the threat. It feels the inbound market is being sacrificed to a domestic political agenda.”
The House of Representatives Committee on Foreign Affairs yesterday summoned officials of the Ministry of Foreign Affairs to brief lawmakers on the visa bond policy and efforts being made to ensure its reversal.
At the interaction between the lawmakers and the ministry officials, led by the Permanent Secretary, Ministry of Foreign Affairs, Ambassador Matin Uhumoibhi, the committee urged the ministry to be proactive in resolving the controversy over the visa bond policy.
The committee Chairman, Hon. Nnenna Elendu Ukeje, said after the meeting that Uhumoibhi had told the lawmakers that the ministry had in the wake of the policy summoned Pocock to demand explanations, adding that the ambassador said it was still a policy under consideration.
Meanwhile, the House Committee on Diaspora Affairs has condemned the murder of Mr. Godswill Udechukwu in a prison in Dublin, Ireland last year.
Kennedy Monye, a relative of the deceased, narrated how he (Godswill) was stabbed several times by inmates and subsequently rushed to the Saint James hospital in Dublin where he died.
He urged the Irish government to bring the perpetrators of this heinous act to book.
Udechukwu was sentenced to life imprisonment in July 2006 over the murder of his wife, Natasha. He was murdered in prison on April 6, 2013.
Chairperson, House Committee on Diaspora, Hon. Abike Dabiri-Erewa, condemned the murder of the Nigerian and urged the Irish government to investigate the incident and bring the perpetrators to book.
“We will not rush into judgment on this matter because this is not the first time such an issue has been brought to our notice. But as a people, we cannot sit and watch people being killed without seeking justice; we will see how the case can be re-visited,” she

The former captain of the defunct NNB FC of Benin, while speaking with Tribunesport at the Campos Mini Stadium, Lagos, said that the status of the Super Eagles at the moment is a true reflection of Keshi’s profile in coaching.
“As far as I’m concerned, We have got the World Cup ticket because we have a team that is focused and plays purposeful football. I make bold to say that we have got a good team in place. The team has a vision and every player in the camp I think knows this.
“Everybody is happy now talking the Super Eagles. There is great innovation in the team.
“Keshi has transformed this team in no small way even though he is still in a rebuilding process. We have always clamoured for an indigenous coach to handle the Super Eagles and thank God we are all living witnesses to what Keshi has achieved within a short period.
“If you look at the calibre of expatriates that we have brought here to coach Nigeria, how many of them played for their countries the way some of us did? The team is on course but Keshi needs more time and I’m sure he would give us the desired results,” said 10-10 as he is fondly called.
“Once a team plays together and there is fighting spirit, we don’t have to be scared of Brazil or any other big football nation. Nigerians should bank on this team and it will deliver. THE Pipeline Products and Marketing Company (PPMC), a subsidiary of the Nigeria National Petroleum Corporation (NNPC) on Wednesday confirmed another fire caused by pipeline vandals at Ilado, a community around the Atlas Cove.
Mr Nasir Imodagbe, Manager, Media Relations and External Affairs of PPMC told the News Agency of Nigeria (NAN) in Lagos that the vandals broke the pipelines to siphon petroleum products.
Imodagbe said the fire incident at the high sea in Lagos was caused by a group of vandals who came with their canoe to siphon the product.
He said that the fire which moved through the pipeline toward the Atlas Cove Jetty, was put off by officials who were on ground.
“We have shut the product network from Atlas Cove to allow repairs of the damaged line immediately,” he said.
Imodagbe, however, assured Nigerians and Lagosians not to panic as adequate measures had been put in place to combat the menace.
“We are going to reopen the shut line immediately the repairs are effected. The Ilado community area is known for notorious pipeline vandalism,” Imodagbe said.
Some community leaders at Ilado village, who preferred to be anonymous, alleged that security agencies had compromised with vandals on the offshore area of the pipelines.
The South-West image maker of the National Emergency Management Agency (NEMA), Ibrahim Farinloye, also confirmed to Nigerian Tribune that the explosion was as a result of pipeline vandalisation.
He stated that men of the agency recovered about 200 jerry cans of 50 litres and three burning boats belonging to the vandals.
Farinloye said that the fire was finally put out around 10:48 in yesterday morning and adding that cooling and pegging processes would commence soon.
He emphasized that “it is not a barge, but vandalisation of NNPC pipelines, against earlier information that a barge exploded.”

Neghi Inkiba, a presidential aspirant in the forthcoming Ijaw Youth Council election, has filed a N500 million lawsuit against the Bayelsa State government and the police.
Mr. Inkiba is asking the Federal High Court in Yenagoa to order the respondents to pay him N500 million as damages for his unlawful arrest, detention and torture.
In a motion filed by his lawyer, Ayei Okpa, Mr. Inkiba is also seeking an order directing the respondents to release him from detention as well as a declaration by the court that his continued detention and torture were unlawful. In addition, he wants the court to grant him bail and to restrain the respondents from further arresting him pending the determination of the merits of his case. The lawsuit states that Mr. Inkiba has been in police detention since June 19.
Justice Lambo Akande, who is presiding over the matter, ordered the police to either arraign the suspect or grant him bail unconditionally. He gave the police 48 hours to obey the order and warned them against disobeying the court.
In his ex-parte motion, Mr. Okpa told the court that his client was a victim of political harassment. He also accused the police of acting out the script of the state government.
According to the lawyer, the government and its agents were bent on stopping his client from contesting the presidential election of the IYC scheduled to hold in three weeks. He said his client was forced to languish in the “dingy, unkempt and smelly” cell of the police, adding that Mr. Inkiba’s health was deteriorating as he is held under “absolutely cruel and inhuman conditions.”
“The applicant is the leading aspirant in the forthcoming IYC elections and it is apparent that the respondents have cooked up the allegations against him in their desperate efforts to fabricate grounds upon which he can be unlawfully held back from contesting the election,” the lawyer alleged. He continued: “Prior to the arrest, the fourth respondent (Kenebai) has made several failed efforts to get him to step down in order for the fifth respondent’s (government’s) anointed candidate to carry the day.
“His arrest, detention and torture are a gross violation of his rights to personal liberty and dignity of the human person as enshrined in Chapter Four of the Constitution of the Federal Republic of Nigeria 1999 as amended.”
A copy of the lawsuit was made available to newsmen in Yenagoa, the Bayelsa State capital. In it, Mr. Inkiba said he had arrived at the police headquarters to honor an invitation by a police officer attached to the Security Intelligence and Investigation Bureau. He stated that he was immediately arrested and detained by the officer.
He said the officer who bundled him into the cell refused to disclose his identity and did not disclose the nature of the offence warranting Mr. Inkiba’s detention.
The plaintiff also alleged that the detaining officer and other police officers tortured him and forced him to sign a prepared statement, ignoring all his demands to be allowed to contact his lawyer.
He further alleged that he was forced under duress to admit that he was a “retired cult member” and friend to Ateke Tom, a former militant commander.

Among the respondents named in the suit are the Bayelsa State Commissioner of Police, the Assistant Commissioner of Police, Colonel Bernard Kenebai (ret.), the special adviser on security to Governor Seriake Dickson, and the government of Bayelsa State.

Miss Ogechi Samuel-Oyeoyibo, first runner-up at the just-concluded First Daughter of Imo State Cultural Beauty Pageant (Ada Imo) 2013, has revealed her plans to launch a non-governmental organisation (NGO).
The NGO, according to her, will focus on educating youths on cultural values, teenage pregnancy and the benefits of talent use. She said her pet project would also incorporate giving out food items occasionally to widows.
Ogechi whose birthday was on June 25, applauded the state government for putting together such an elaborate pageant and thanked Governor Rochas Okorocha for keeping to his words by giving out star and consolation prizes to winners.
The “Ada Imo 2” (second daughter of Imo State), as she is popularly called, also commended the doggedness of the Ministry of Community Government and Chieftaincy Affairs, headed by Lady Ugochi Nnanna-Okoro (Commissioner), that led to the assemblage of traditional rulers in the state, but also over 1,000 beautiful young Imo girls and handsome young men from the 655 autonomous communities.
She told Daily Sun that being the ‘Ada Imo’ First Runner-up (Ada Imo 2) has given her a platform to reach out to lives in her little way through her projects. Ogechi remains grateful to God for rewarding her with this position, noting that she will work with Ada Imo 1 and Ada Imo 3.
The elegant beauty queen represented Ohaji/Egbema LGA of Imo State after emerging as ‘Ada Ohaji/Egbema’ at the preliminaries of the 2013 ‘Ada’ and ‘Opara Imo’ beauty pageant and is preparing to embark on her first pet project which she said would be supported by her local government.

RIVERS State Governor, Mr. Rotimi Amaechi, has dared the State Commissioner of Police, Mr. Joseph Mbu, to shoot him whenever he embarks on a demonstration against him (CP) and the Federal Government.
Mbu had placed a ban on any form of demonstration, procession or rally by any person or group of persons in the state and warned anybody not to dare him on the directive.
But speaking on Tuesday when leaders and people of Urashi Kingdom paid him a solidarity visit at the Government House in Port Harcourt, Amaechi vowed that he would be at the forefront of the protest that would come up soon.
The governor said he had told traditional leaders in the state to get ready for the demonstration against Mbu over the police commissioner’s position on rallies and demonstrations.
Amaechi, who decried Mbu’s attempt to stop the people of Urashi from paying a solidarity visit to him, said it was wrong for the police to have harassed his supporters.
He said Rivers was now a police state following the police attempt to stop people’s movement by blocking the entire Orashi region.
He said, “Another thing I will tell you is that we are looking for a date we will demonstrate against what the Federal Government and what the Commissioner of Police are doing in Rivers State.
“We have told our chiefs to get ready. Once we get a date, once we get people from overseas; they are Nigerians; they will join us and we will give you the date.
“I have told the CP (Mbu) to be ready to shoot me, I will be in front. I will not seat here and wait for you to match here and give me letter. Instead, I will keep SSG here and then I will match down with you people.
“Then I will give the SSG letter to give to the FG so that if they want to shoot, they can shoot me because we have a right to express our views. You have the right to criticise me. I am not particularly a good man. There is nobody that is a perfect man in the world. Is there any?”
He, however, commended the people of Urashi Kingdom for braving the odds to get to Port Harcourt in spite of the attempt by the police to stop them.
Insisting that every Nigerian had the right to express his or her views, Amaechi argued that the state police commissioner did not have the powers to ban demonstration since it (protest) was part of the people’s fundamental human rights.
He said, “You people are by far stronger than me. I got a report yesterday very late at night that the police had planned to stop you people. I was thinking that once you see policemen, everybody will run into his house.
“But you must learn how to use these things. You should have recorded them so that you can show to the world how much a tyrant our commissioner of police is.”

The United States on Tuesday hinted on the reasons why President Barack Obama won’t visit Nigeria during his upcoming three-nation trip to Africa.
According to US officials, the ongoing insecurity appeared to be responsible for the exclusion of Nigeria  in Obama’s second visit to the continent.
Obama is scheduled to visit Senegal, Tanzania and South Africa.
The US government said the trip would focus on trade and investment, democratic institution-building, young people, and enhancing  economic growth.
American Deputy National Security Advisor, Ben Rhodes, made this clarifications at a briefing on Tuesday.
The briefing was addressed jointly with the Senior Director for African Affairs Grant Harris and Senior Director for Development and Democracy Gayle Smith, on Obama’s upcoming visit.
The text of the briefing was made available to journalists in Abuja by the Information Office of the Public Affairs Section of the US Embassy.
Rhodes said, “With respect to Nigeria, we certainly believe that Nigeria is a fundamentally important country to the future of Africa. We’ve put a lot of investment in the relationship with Nigeria through their leadership of ECOWAS, through the significant US business investment in Nigeria and through our security cooperation.
“Obviously, Nigeria is working through some very challenging security issues right now. And in that process, they’re going to be a partner of the United States. We certainly believe we’ll have an opportunity to further engage the Nigerian government through bilateral meetings going forward. But at this point, we just were not able to make it to Nigeria on this particular itinerary.
“I will say that we purposefully designed the  itineraries to be able to reach West Africa, South Africa and East Africa, and in West Africa, to visit Senegal, a French-speaking, Muslim-majority democracy that is an important partner of the United States and also provides a platform for the President to speak to the broader region.
“We are also looking at ways, at the President’s town hall in South Africa with young African leaders, to draw in through technology young people in Nigeria and in Kenya, among other places, so that the President is using this trip to speak to the broader African audience. We recognize we’d like to go to as many countries as possible.’’

A security man and employee of First Bank Nigeria Plc, Jibowu Branch, Seyi Jaiyeola, is standing trial at a magistrate’s court in Ebute Meta for allegedly breaking the company’s automated teller machine and stealing a sum of N12, 533,900.
The bank’s branch Service Manager, Mr. Kayode Aiyewunmi, who gave evidence in court, said Jaiyeola was on a N20, 000 monthly pay and was a member of the Odua People’s Congress.
He said the company had observed that one of the bank’s four ATMs was having a reconciliation problem and had employed the service of an expert to help unravel mysterious disappearances of money.
Aiyewunmi said, “We discovered that there was always a shortage of cash in the machine.
“Despite our reconciliation efforts, the ATM was still having problems and we engaged the service of an expert who submitted his report and said the machine did not have any reconciliation issue.
“He said somebody was breaking into the machine in the middle of the night to steal the cash.
“I reported the matter to my boss, who said I should conduct an investigation into the matter. “When the last breakage happened, we went to play back the branch’s CCTV, and we now saw Jaiyeola in the middle of the night, opening the window at the back of my office. There’s a control panel which controls the security door, which he touched. So, the CCTV stopped.”
He said it was at that point the company concluded he was the brain behind the theft.
He said after the matter was reported at the Onipanu Police station, and the accused was arrested, he led them to his house, where he allegedly confessed to the crime.
Aiyewunmi said, “When we got to his house for a search, we recovered N243,945 cash. The police then asked him what else he did with the money. He said he bought a car, which was parked at the house there, a Toyota Corolla. Then we recovered a new generator. He also took the police to the building he was constructing which was near completion.” He said after recovering the item, First Bank transferred the matter to the State Criminal Investigation Department, Yaba.
Jaiyeola was arraigned on a five counts of fraud and stealing and was subsequently granted bail in the sum of N1m with two sureties in like sum.
The prosecution counsel, Mr. Ishola Samuel, asked for an adjournment to help source some legal citations.
The magistrate, Mrs. M.O Tanimola, adjourned the matter till July 15.



Homophobic attacks have reached dangerous levels in sub-Saharan Africa and must stop, Amnesty International has said in a report.
Goverments in Africa are everyday bring out new laws and draconian penalties to make it sure and clear that lesbian, gay, bisexual and transgender people are criminals, the report says.

Homosexual acts are still a crime in 38 sub-Saharan African countries it said in a report titled “Making Love a Crime: Criminalisation of same-sex conduct in sub-Saharan Africa”.
There is no specific legislation outlawing homosexual acts in 12 African countries, mostly former French colonies, while gay rights are recognised in South Africa.
In the last five years, South Sudan and Burundi have introduced new laws criminalising same-sex relations, it says.
The parliaments of Uganda, Liberia and Nigeria have draft laws before them, seeking to increase penalties.
“These poisonous laws must be repealed and the human rights of all Africans upheld,” Amnesty said.
“In some African countries political leaders target sexual orientation issues to distract attention from their overall human rights records, often marked by rampant discrimination and violence against women, corruption and lack of media freedoms,” it added.
In South Africa, at least seven people, five of them lesbians, were murdered between June and November 2012 in what appears to have been targeted violence related to their sexual orientation or gender identity, the report says.
This is despite the fact that homosexual acts are not illegal in South Africa and the country boasts one of the most progressive constitutions in the world, it adds.
In many instances, media reports also inflame hostility towards people not conforming to heterosexual norms, Amnesty says.
In 2010, Uganda’s Rolling Stone magazine published a photograph of gay rights activist David Kato next to a headline reading “Hang Them”, it says.
Just a month later, he was killed in his home, although the police have denied it was a hate crime.
In Cameroon, people are regularly arrested after being denounced as being gay or lesbian because of their “appearance or conjecture, rather than evidence”, Amnesty says.
Some individuals accused of same sex conduct in Cameroon have been imprisoned for three years without trial or charge, it adds.
Former detainees from Cameroon told Amnesty that they were subjected to “invasive procedures such as forced anal exams” while in custody, the report says.
In Kenya, people told Amnesty that sometimes the police threaten to arrest them under provisions in the penal code related to same-sex relations in order to obtain a bribe, the report adds.
“Extortionists also use the existence of these laws to demand money or goods in exchange for not revealing real or even made-up private details to the media, community or police,” Amnesty said.

Kogi State-born but Kano bred actress, Halima Abubakar, some years back gained instant fame for baring her cleavages. She was taken to be in the league of Cossy Orjiakor who became popular as a boobs baring actress.
Even though, Halima became known, she certainly did not get movie roles she so much craved. And so she withdrew into her shell. But when she resurfaced, Nigerians saw a reformed and well-groomed Halima. In this interview, the actress talked about a number of interesting issues. Excerpts:
Can you tell us about your new movie, The Mistress?
Yes. It’s about a group of friends who all have individual private lives. Its basically the stress that goes through every normal relationship that we put together as a movie for entertainment and to learn one or two things about the other side of relationships. And to tell the people that relationship is meant to be private in nature and fulfilling. So, the story is just meant to teach us lesson about relationship basically.
It’s really uncommon for actors in the English sector of Nollywood to produce movies. What gave you the gut?
I just felt it’s about time I do something instead of wasting money. I needed to lay the foundation. I am not competing with anybody… just because I am producing this does not mean I am producing forever. And the fact that I am producing this one does not mean I am stopping; I just wanted to produce this one and be happy.
Could it be said it’s a way for you to be more fulfilling?
Yes, I am just trying to be happier than I am, and being who I am, I am trying to do business.
When did you come up with the idea of doing your own movie and did you write the story yourself?
The story was co-written by Ruth Kadiri and me. Ruth also wrote the screenplay and acted in it. It was a creative idea between the two of us and it was written under three months. We polished it until we got what we wanted. Erike, the assistant director, added other things.
Who were the people you worked with?
I have myself and Yvonne Nelson from Ghana. There were three directors, Afe Omo-Oluwa, Eyika Obim and Ifeanyin Ogbonna who was the main director and Malio Entertainment coordinated in the UK because I also shot in the UK. Also, I have Maria Kukara, she lives in the UK and works as an actress there. I have Moyo Lawal and Mary Uranta who supported Yvonne Nelson, the major character in the movie. And I discovered three people on Twitter, Ibraheem, who acted as well. I am happy I was able to discover talents.
Can you put a figure to how much it cost you to shoot the movie?
I spent N9 million and I am still spending. The movie is a major hit already and that is what we are praying for. The movie is not released yet and it is everywhere, everyone is supporting and I am grateful.
What is the experience you have had as a producer?
Production is tasking, demanding, and heartbreaking.
How impactful are you in the industry?
Of course, I am treasured and my contribution is highly felt. You can ask my president (AGN) and my fans can tell. I have contributed in discovering a lot of stars, we don’t need to go into the details because we all know, and I don’t need to be the highest paid actress to know that I have touched lives but knowing that I have is a joy I have within.
Being around for a while, how can you describe your experience?
It’s a journey, only the strong can take it. My journey in life, only the strong can actually handle it. That’s the truth.
What are the positive things that being an actress have attracted to your life and what are the ones you never wanted that are happening?
It has only given me a sense of belonging. I used to be very impatient, I get angry over everything but now I am changed. I am matured.
There was so much noise about you when you just came into the industry but that has really changed. What can you say to that?
This question I really don’t know what it’s really about. I am busy. I am winning awards, what else do you want to hear? I don’t know! What else do you want to hear? My private life or what?
May be I am driving at the fact that you were a little bit controversial?
So? Are you not changing as a human being? The question is funny.
What would you say prompted the change because your controversial deeds looked intentional?
Just growth. I am a different person than I was. Like I said, I have changed. I have changed in every ramification of life so, I believe in growth, maturity.
What was your mission or motive when you started out as an actress?
Nothing. I just wanted to act. Seriously, I never knew I was going to last in Nollywood because I just wanted to act and return to something else, get married or something. I just wanted to act and keep the tape; it was cassette at that time. I just wanted my face in the movies, that’s all.
You just said you wanted marriage but it does not seem to be on your list at the moment?
I am not in that age where I would give up yet. I am not in that age where I will be bothering myself about marriage. When I clock 34, people can begin to say whatever they want to say. Then I will start thinking, but that is not in my budget now.
As a sort of role model, what is your disposition to being a single lady or single parent?
I cannot speak for them because I am sure they will have their own stories to tell.
What are your aspirations as an actress?
I want to be a UNICEF ambassador; I want to go for summits and I want to reach out to as many people I can reach out to. I want to be a teacher someday and I want to see how I will be able to incorporate it into showbiz, if I will still be in showbiz because anything can happen. I might decide to do something else and I might still continue because I am enjoying it.
Are there things you would want to change in the industry?
I would want us to be together because I have actually experienced tribalism from some people. I know people are going to say it does not happen but I have experienced it personally, it happens. So, we need to check that, and welfare of people needs to be properly taken care of. We also need to be more loving, we need to be together and support each other, if we have that, we have everything.
What roles have you played that you consider most challenging?
I am still looking for a challenging role. I am not saying those I have done were not challenging, but I am still looking for the greatest one.
How do you put aside issues that are bothering you when you want to act?
Sometimes I just cry. I can cry anywhere, anytime, trust me. I don’t have shame when it comes to crying. I once cried at a supermarket when I was telling a lady who sells shoes, I don’t even know her, but I was just telling her about my boy friend. It’s not everyone you can do that to because they will start talking when you leave. But I don’t behave like nothing is happening where there is something because we all have private lives.
Do you get carried away when acting romantic scenes?
Never. In fact, I don’t kiss deeply on set. I don’t like to exchange saliva. It has happened like three times when an actor complained that I refused to open my mouth when kissing. And I was like, ‘must we exchange saliva before the message is passed across?’ I am a woman and he’s a man so I draw boundaries. Although, I kiss to convince viewers about what the character is all about, I am not going to go gaga because I am trying to play a role. I can’t go crazy because I am shooting a movie, I have boundaries.
Is it that your man might get angry if you do?
Not really but there are things to do and not to do. He’s a man and he would get jealous but aside that one should know where to put a stop.
What comes to your mind when you remember those days when you used to bare your cleavages?
It was just advert, an advert I did for a laundry company. It was just an audition picture where I was wearing a bikini. Back then, it was a big deal in our society but nowadays it’s common because ladies put pictures like that on their BB and nothing happens.
What effects did the pictures have on you then?
I actually did not know. It was only in Lagos that the pictures were seen. I spent most of my time in Kano then and those magazines hardly circulate in Kano. It was my father who saw the write-ups and you can guess what that would have meant for me. Funny enough, I ended up not getting the job for which I took the pictures because of the controversy that surrounded it. It got to a level that people were using the opportunity to ask me to do nude scenes in their movies.
Many producers were writing scripts with nude scenes for me but I refused. I knew if I started to act nude at that point in time, I wouldn’t go back. I have seen one or two movies that people are becoming daring and all that. But then when I look back, I just laugh. I laugh when I think about all the things I have gone through in life

It has become a common trend amongst Abuja ladies, and is fast taking a hold of their fashion sense. Just very few young women want to wear knee length skirts and blouses that cover the cleavage. Exposing the body does not scream sexy. There are ways to be covered and still have that hot, sexy look we all crave. 3.    If you are PHAT please try to wear dresses your size, no one wants to see stomach folds and stretch marks around your leg areas. It is wise to cover up most part of your skin to give you a slimmer look.
4.    If your legs are fuller inside try a side slit, if your legs are fuller outside try a mid-front or back slit is a better choice to show off beautiful legs.
5.    A slim V-neck makes the neck appear longer and is usually very friendly, boat necks are great for minimizing waist and hips while maximizing sexy shoulders

The Sunday Times newspaper had reported that visitors from Nigeria, India, Pakistan, Bangladesh, Sri Lanka and Ghana whose nationals are deemed to pose a “high risk” of immigration abuse will be required to produce the bond which they will forfeit if they overstay in Britain after their visas have expired.
Reacting, yesterday, while rendering account of his stewardship at the Radio House in Abuja, the Minister of Foreign Affairs, Olugbenga Ashiru, said the Federal Government was yet to receive any official communication from the UK government.
“We have received no official communication from the UK government. When we receive communication from them, we will study whatever proposal they bring and know what to do.
“But I can assure all Nigerians that the Jonathan government will defend the interest of Nigerians by whatever means we can. So, when we get their proposal, we will study it and we will see how we can guide the ordinary Nigerians,” Ashiru said.
UK Visa bond unacceptable —House Committee
House of Representatives Committee on Foreign Affairs, has also condemned the new British visa policy, saying it is discriminatory and unacceptable.
Chairman of the committee,  Nnenna Elendu-Ukeje, in a statement issued in Abuja, said such policy was not in the best interest of Nigeria and Nigerians.
“This is totally discriminatory and unacceptable. It is targeted at non-white Commonwealth”, she said.
Ukeje (PDP-Abia) said as a Committee on Foreign Affairs, the House of Representatives would take a critical look at the policy as it affects Nigerians and come up with a way forward.
According to her, “they should realise that it is not in the best interest of UK. We will, as a country, look at it vis-a- vis our citizens and come up with a decision. We agree totally with the UK Foreign Minister that the policy is totally unworkable and impractical.
It is contrary to the commitment made to our President by David Cameron during their last meeting. We believe it is for political reason ahead of general election. We seek that our long historical relationship should take precedence over political expediency,” Ukeje advised.
The pilot scheme of the new visa policy is scheduled to commence in November. According to the Sunday Times, the controversial move by the UK home secretary, Theresa May, to introduce the Australian-style system reflects her determination to show that the Conservatives are serious about cutting immigration into the UK .
Ms May said: “This is the next step in making sure our immigration system is more selective, bringing down net migration from the hundreds of thousands to the tens of thousands, while still welcoming the brightest and the best to Britain .”
She added: “In the long run we’re interested in a system of bonds that deters overstaying and recovers costs if a foreign national has used our public services.”
The Home Office is targeting countries which have high volumes of visitor visa applications and what it deems to be relatively high levels of fraud and abuse.

A first-half double from Animu Umar, followed by captain Abdul Ajagun getting his third of the tournament, allowing the Flying Eagles to reassert their knock-out stage aspirations, in what was the pairs first meeting at any level of international football.
Nigeria were unable to break down the Cuban’s early on, with Chidi Osuchukwu’s speculative free-kick the closest they came. Eagles’ man of the moment Ajagun almost opened the scoring with a superb lob, from the right of the penalty area while running at full pace, but Sandy Sanchez was relieved to see it land on the roof of the net.

A SIXTY-YEAR-OLD man was last Wednesday arrested by the police in Kumasi after he was caught fingering a 17-year-old girl in a car at Kwadaso, a suburb of Kumasi.
Opanyin Kofi Appiah was caught in the act on Wednesday morning by some residents, who had suspected him for the past three months of engaging in sexual activity with young girls in the area.
According to information, the suspect was frequently found parking his vehicle on the road side, close to the Kwadaso Beposo Cluster of
Schools, and would call young school girls under the pretext of sending them on an errand.
His persistent attitude did not, however, go down well with a security man at the school, who decided to put him under surveillance.
Luck, however, ran out on the suspect last week, when he called one of the school girls, Sarah Nimo and asked her to buy him a slice of water melon.
The security man, Nana Nimo, told a radio correspondent with KESSBEN FM, Awuku Addo that after the girl had brought the water melon, Opanyin Kofi Appiah, asked her to sit in the car which the girl innocently obliged.
Some few minutes later, Nana Nimo, who was carefully watching proceedings approached the vehicle and forcibly opened the door and saw the suspect busily fingering the girl whilst she also massaged his penis.
Opanyin Appiah, who was in pajamas with no pants on, had folded the cloth up to the stomach and busily taking advantage of the poor girl, said to be an imbecile.
An alarm raised by Nana Nimo drew the attention of neighbours and passersby to the scene and the suspect was subsequently arrested and handed over to the Sofoline Police.
Some residents around the area confirmed that they had seen the suspect on countless occasions in a parked vehicle at the vicinity. E N D.

Already, supporters of President Goodluck Jonathan and the Peoples Democratic Party leadership have initiated moves  to ensure that some  immediate past members of the PDP  National Working Committee do not return to the committee.
Investigations by The  PUNCH  on Sunday  revealed that the President and Tukur’s loyalists have also identified  some prominent PDP members  who lost out during the party’s 2012 national convention as aspirants that must be stopped from being elected into the NWC at the forthcoming convention of the party.
Such politicians  are those said to be against  Jonathan’s   2015 ambition and Tukur’s  continued leadership of the PDP.
Our source in Abuja said that the loyalists decided to move against such politicians on learning that they had  started reaching out to see if they could be favoured  in the forthcoming special convention of the party slated for July 20.
The source boasted  that the ambition of some of the eight NWC members who resigned  during last Thursday’s  61st committee meeting of the party, to return to their former offices  would not be feasible.
  The eight – Dr. Sam Sam Jaja (Deputy National Chairman), Abubakar Mustapha (National Organising Secretary), Alhaji Garba Chima (National Youth Leader),  Chief Solomon Onwe (Acting National Secretary), Kema Chikwe (Woman Leader), Victor Kwom (National Legal Adviser), Chief Olisa Metuh  (National Publicity Secretary),  and Bala Kaoje (National Treasurer) – were among 17 officers of the PDP whose positions were voided by the Independent National Electoral Commission for not meeting the party’s guidelines.
 Our source  in the PDP said, “Jonathan is in charge. Tukur is also in charge of the PDP.  I can tell you that any member of our party perceived to be against the President’s 2015 ambition and Tukur’s leadership of the PDP can not  be elected an NWC member. Quote me. The President’s loyalists and many of our governors in support of the chairman have started what I call ‘stop them moves’. So,  I do not  see how they can seek election on July 20  when our special convention would  hold   and win.”
 Jaja is seen as an ally of the Governor of Rivers State, Mr. Rotimi Amaechi, who has been suspended from the party. Governors close to Amaechi, who heads the Nigeria Governors’ Forum, are believed to be the arrowheads of  the oppostion against Jonathan’s 2015 ambition and Tukur’s leadership.
Investigations showed that some hawks in the party have already started   pushing for Jaja’s replacement with another candidate.
In this regard, the name of the former occupier of the office, Mr. Uche Secondus, who is also from the state, is being  touted.
Secondus, though a native of  the state, was loyal to Amaechi but shifted his loyalty during the crisis that led to the disqualification of former Governor of Bayelsa State, Mr. Timi Sylva, from running for a second term.
Also, intense lobbying  is said to be ongoing to prevent Kaoje from returning to office as he is said not to meet the constitutional provision for the office.
Kaoje is an engineer, while the PDP constitution stipulates that the party’s treasurer must be an accountant.
Chapter V of the constitution, which states  the duties and qualifications of national officers, says, concerning the treasurer, “a national treasurer shall be an accountant with track records of prudence.”
Apart from this, Kaoje is said to have argued against the suspension of the Governor of Sokoto State, Alhaji Aliyu Wamakko, by the PDP leadership.
He  was one of the few members of the NWC,  who advised against the governor’s suspension.Wamakko has however   been recalled.
Kaoje’s  action was   termed as “anti-Jonathan” by some close allies of the President.
Our correspondent gathered that it was because of the pressure to replace some of the officers with the President’s loyalists that made the convention committee to call for fresh nominations.
Already, Chief Chyna Iwuanyanwu, who is vying for the office of National Publicity Secretary, has hailed the call for fresh nomination.
While commending the call for fresh nomination, Iwuanyanwu told our correspondent that the action of the party showed it was patriotic.
He said, “The development has once again proved that the PDP is a party of patriots and democrats with unqualified credentials and statesmanship.
“The decision will heal the wounds of 2012 national convention by allowing delegates to choose their leaders through a transparent, open, democratic process.”
The Secretary of the committee, who is also the Deputy Senate President, Senator Ike Ekweremadu, confirmed the re-opening of nomination for the offices.
He, however, said that the committee would keep to  zoning.
Ekweremadu said, “We are going to keep all the positions within the zones, but within the zones, if there is any strong reason for us to change a particular candidate, that will happen, but for now, we are going to keep all the positions in the zones that are keeping them presently, we are not changing the zoning formula of the NWC members.
“We are reopening nominations, yes, we are reopening nominations. This is a new convention, they will pay, it is not the old convention.”
Apart from this, almost all those appointed to the committee are known supporters of the President.
Among them  are Prof. Jerry Gana (Chairman), Governor Godswill Akpabio (Deputy Chairman) and Governors Theodore Orji (Abia), Shehu Shema (Kastsina), Gabriel Suswam (Benue) Emmanuel Uduaghan (Delta) and Isa Yuguda (Bauchi).
Also on the lists are the Secretary to the Government of the Federation, Sen. Pius Anyim and the Political Adviser to the President, Mr. Ahmed Gulak.
“These people are not there for fun. They are there to screen the list of all aspirants and weed out those considered to be anti-Jonathan,” a Presidency source said.
Meanwhile, the hope of the South-West to replace the former National Secretary of the party, Prince Olagunsoye Oyinlola, may be stalled as a result of the court action he instituted against the party.
The former governor of Osun State is still in court challenging an Abuja Federal High Court ruling, which said that the faction  that produced him from the zone before the national convention elected him, was not the correct one.
But Oyinlola, who was the candidate of the governors at the 2012 convention, is presently in court contesting the court ruling.
Oyinlola’s election at the convention was however not faulted by the INEC’s report.
 Tukur  has however said the recent reconciliatory efforts made at the end of Thursday’s NEC meeting  has started yielding positive results.
He said that many state chapters of the party had started receiving   members  who defected from other political parties.
Tukur was reacting to what happened in Nasarawa State where he received defectors from the Action Congress of Nigeria, Labour Party, All Nigeria Peoples Party and the Congress for Progressive Change in Lafia.
Tukur said in a statement   by his Special Assistant on Media,  Oliver Okpara, that all the defectors would receive equal treatment .

OYINLOLA Diana Rotimi, an undergraduate of the Obafemi Awolowo University, Ile-Ife, who was reported to have allegedly attempted to flush her new born baby down the toilet at the Moremi Hall of the university has dsiclosed that she knew she was pregnant and never attempted to kill her baby.
Nigerian Tribune gathered that Oyinlola is a 22-year-old 300 level student of Agricultural Extension and Rural Development of the university who resides off campus. But owing to the fact that she was going to sit for an examination at the early hours of Wednesday, she decided to squat with a friend who resides on campus in Room 103, Block B, Moremi Hall.
The student-mother who is currently in stable condition with her son at the University's Health Centre, according to sources confided in some of her friends about her pregnancy and the father of the baby, a Medical Engineering student of the same institution.
She said "Why would I flush or kill my baby after going through the pains of carrying it for good nine months. I'm not heartless and I thank God for my life and the safe delivery. I know God has the best for me and my baby. I seriously appreciate the cleaners for their help because I got here (the health centre) before I could understand everything that happened to me, but now, I'm happy, I'm alive and my baby is alive too," Oyinlola revealed.
Meanwhile, OAU Public Relations Officer, Abiodun Olanrewaju corroborated the claim, saying, the alleged flushing of the baby by one of the institution's undergraduate was not true after all.
Olanrewaju in a statement a copy of which was made available to the Nigerian Tribune stated that " Contrary to versions of story surrounding the incident of a childbirth which occurred at the Moremi Hall of the Obafemi Awolowo University, Ile-Ife, on Wednesday, 19th June, 2013, the visitation to the health centre early this morning and interaction with the mother of the baby by the Security Unit of the University, the Dean, Students' Affairs and the PRO, revealed that Diana Oyinlola was willing to have the baby and that there was no attempt whatsoever to conceal the pregnancy, talk less of aborting it and talk less of wanting to flush the baby away through the Water closet.
"The truth of the matter is that, there was a delivery of a baby boy by an inexperienced mother who, in her naivety, thought she was pressed by call of nature while she was actually in labour pains. Prior to the appearance of the baby, the young, inexperienced mother had discovered that she was bleeding and went to the toilet only to observe that something expelled into the water closet. It was at that juncture that she screamed and shouted for help.
"As at now, Diana Oyinlola's parent was with her and she (Oyin) has started breast feeding her baby.
Upon interaction, in the presence of Matron Mrs. M.G. Oyedele, Oyin stated that prior to the delivery, she was passing stool and had visited toilet several times but the last time she went around 7:am, she could not describe how she was feeling.
"Thereafter, our Security Unit invited Satope for interrogation and confirmed the claim of Diana Oyinlola. Satope stated that Diana had to spend the night (18/06/2013) on campus to enable her prepare for her 8:00 am examination the next day because she stays off-campus. She stated that at mid-night, Oyin started complaining of stomach upset and was visiting toilet regularly. She claimed that at about few minutes to 7:00am, the roommates suggested that Oyin be taken to the University Health Center to enable her write the early morning examination in good health.
"It was around this time that Oyin went back to the toilet and that she (Satope) traced her to the toilet but later discovered that she had expelled what is now known as a baby in the toilet. She stated further that at the sight of the baby, she was stunned and called for help from the cleaner who later came and assisted in taking the baby from the WC to the Health Center.
"However, she stated that Oyinlola never intended to flush the baby but that she (Oyinlola) gave birth before her due date (EDD July) but was only ignorant of the tell tale signs of incoming baby, being the first experience," Olanrewaju stated.
